Provincial Objectives
The community’s objectives and plans for the Wells-Barkerville Community Forest must comply with other plans: that’s identified in the community forest agreement signed in 2014 between Wells-Barkerville Community Forest Ltd and the Province of British Columbia.
The agreement assumes the Province’s ownership and jurisdiction and states the agreement holder must propose and obtain approval for a management plan, and the plan must (among other things) be consistent with the following:
Forestry Legislation
Forestry legislation includes the Forest and Range Practices Act (FRPA). Among other things, FRPA requires the holders of major forest licences and community forest agreements to prepare and obtain the minister’s approval of a Forest Stewardship Plan.
To meet this requirement small groups of license and agreement holders typically work together to prepare and obtain approval for a Forest Stewardship Plan that applies to all members of that group.
Wells-Barkerville Community Forest Ltd. has, to meet this requirement, adopted West Fraser Mills’ Quesnel Timber Supply Area Forest Stewardship Plan.
Higher Level Plans
The “higher level plans” affecting the Wells-Barkerville Community Forest is the Cariboo Chilcotin Land Use Plan (CCLUP) and the Quesnel Sustainable Resource Management Plan (Quesnel SRMP) component of CCLUP.
CCLUP identifies resource management objectives, targets and strategies and targets for the entire region, and the SRMP provides more detailed objectives and strategies for the Quesnel area.
